Children frolic and parents are pleased as new playground opens in Jersey City's Lincoln Park

Children excitedly ran through the new playground at Lincoln Park in Jersey City yesterday, climbing on the new equipment and playing on the swings.

Looking around, Beth Cohen, president of the Harrison Avenue Block Association, said her 7-year-old son is going to love the park. "This is paradise," she said.

The park underwent $700,000 in improvements; the beneficiary of a $5.5 million county-wide parks improvement project. The playground closed late last year and officially reopened yesterday. County Executive Thomas DeGise, Freeholder Bill O'Dea and Thomas McCann, director of the county Division of Parks, were joined by community members and children as they cut the ribbon on the playground.

DeGise noted that the county celebrated the opening of new ball fields at Washington Park on the Jersey City/Union City border two weeks ago and is awaiting the completion of work at Stephen R. Gregg Park in Bayonne. "Use it, enjoy it, take care of it," he said.

O'Dea said the renovations at Lincoln Park will help bolster the community. "This new playground is just one more park amenity that will attract people to want to purchase homes and raise families in the West Side area of Jersey City," he said.

Rita Favetta, who frequents the park with two of her four grandchildren, said the community lobbied for new playground equipment after the old playground fell into disrepair. "Great job," Favetta told O'Dea after the ribbon cutting. "It's beautiful."

Lincoln Park Playground to Have Re-Opening Ceremony This Monday- April 19th at 3 p.m.- Public Invited
 
Freeholder Bill O’Dea, Chairman of the Board’s Public Resources Committee announced that the Lincoln Park Playground near West Side and Harrison Avenue will have its grand re-opening this Monday April 19th at 3 p.m. The playground, which has undergone a $700,000 facelift including new equipment and toys as well as a new safety surface and benches and decorative fencing, has been closed for three months while the renovations took place. The public is invited to attend the event. The project was funded with County Capital Dollars and a NJ DEP Green Acres Grant.

O’Dea, lauded the County Administration, Parks division and County Executive Tom DeGise for supporting his request to extend the hours for construction and authorize work on Saturday to help get this playground as well as playgrounds in four other County Parks completed on time: “After the bad winter and flood weather in March, I was concerned that the playgrounds might not re-open till the middle or end of June after the school year ended. By adding a very small amount of overtime they are open in time for the neighborhood families and students attending the schools in the area to enjoy this Spring.” O’Dea pointed out that the Stephen R. Gregg Park Playground in Bayonne is also on track to re-open by the first week in May.
 
“This new playground is just one more park amenity that will attract people to want to purchase homes and raise families in the West Side area of Jersey City,” stated O’Dea.

For all of us in the West Bergen/Lincoln Park Neighborhood, there are several nearby park acquisitions and developments that being funded by the 2009 Hudson County Open Space Trust Fund that you might want to speak on at their public meeting coming up next Wednesday. See below -

The Public Hearing of the Hudson County Open Space, Recreation, and Historic Preservation Trust Fund 2009 Draft Recommendations Report will be held on Wednesday, June 24th beginning at 6:30pm at the Lincoln Park Administration Building in Lincoln Park. The Committee will be announcing their findings and recommendations for funding the various grant applications that were submitted back in March 2009. The general public may comment orally at the hearing or submit written comments. Written comments are to be received by email, fax or mail no later than 4pm on June 24th. Comments are directed to Stephen D. Marks, Planning Director, Hudson County Division of Planning, 583 Newark Avenue, Jersey City, N 07306 or by email to smarks@hcnj.org or fax to 201-795-7856.

The Boyd-McGuiness Park Development by Jersey City is being recommended for $140,000 to help with the development of the children's playground area, benches and other amenities. Although potential plans were submitted with the grant as to the layout of the park and the playground equipment, Jersey City has assured us that the neighborhood would be involved in the initial design and development of the park every step of the way. Last year the HCOS Trust helped the acquisition of the expansion parcel with a grant of $150,000.

The 801 Route 440 Acquisition, the site of the former Hudson Motor Lodge (SW corner of Communipaw and 440), by Hudson County is to become part of a larger park extending to the Hackensack River and connected to Lincoln Park West via the Hackensack Riverwalk. The recommendation is for $600,000. The County has already negotiated the acquisition of the next two parcels to the west from Jersey City. Ultimately Lincoln Park will be on both sides of Routes 1-9 from the Lincoln Bridge to Route 440 creating a major Green Gateway to Jersey City. These acquisitions will give the County the opportunity to develop recreational activities on the Hackensack River, such as a Kayaking and Canoeing center. If we would like to see that, we must keep promoting that as our neighborhood's vision for a diversity of recreational opportunities.

The Hackensack River Waterfront Park Acquisition (Marion Greenway or Pulaski Park) by Jersey City is recommended for $600,000. This park would be located across Routes 1-9 from Sip Avenue and extend to the Hackensack River. This is partially the PJP landfill site and includes several active trucking operation parcels that are to be acquired. Soccer fields and passive recreational elements including construction of the Hackensack Riverwalk along the river's edge are included in the total cost of $12,000,000.

These projects are in or near our neighborhood but there are other worthy projects throughout Jersey City that you may wish to comment on. They are the Group Picnic Pavilion in Liberty State Park by the Friends of Liberty State Park for $200,000. (And another 1/2 mile segment of the Hudson River Walkway just opened Monday from the boat ramp at the southern entry of the LSP south along Liberty Golf Course and Port Liberte.) The Van Vorst Sprayground in the Children's Playground area by the Jersey City Parks Coalition for $40,000. This project has just received $80,000 from the Green Acres Grant Program that requires a 1 to 1 match and serves a large segment of downtown children due to a lack of municipal playgrounds within the new neighborhoods along the waterfront. And for the Historic Restoration grants the Historic Jersey City and Harsimus Cemetery Restoration by the Jersey City Parks Coalition for $25,000. And for Planning, Engineering, Historic or Environmental Studies, Jersey City is recommended for a City Hall Historic Preservation Plan and a Harmon Street Pool Re-Use Study for $25,000 each. And an engineering study for a Pedestrian Bridge at Liberty State Park by the Liberty Science Center is recommended for $25,000.

There will be a meeting in the Gallo Room at Lincoln Park (next to playground) on Tuesday February 2nd at 6:30 PM to discuss issues concerning the park. All those who use and care about Lincoln Park are encouraged to attend, especially parents of children: input on the new playground will be received by Park Administration and Freeholder Bill O'dea
