The Jersey City Incinerator Authority will take it. They'll likely complain and tell you to wait until the twice-yearly household hazardous material collection drive, but if you insist, they'll take it. Go to the JCIA Main Office at 501 Route 440 with proof of residency. They'll have you fill out some paperwork and you can take it over to the garage area to drop it off. I did this over the summer with some old electronics, batteries, CFL bulbs, etc.

Note: The JCIA complex is huge. You need to take the entrance below; it's the last one as you head south on 440. The office is in the first building on the right.

I would try contacting the JCIA  they might be able to take the printer or direct you to the appropriate location.

Would anyone happen to know where I could drop off a printer for recycling?  I tried Staples, but they wanted to charge me and I didn't want to pay them for that service.
