Jersey City residents again plan to pack City Council meeting

A group of Jersey City residents is hoping to keep the momentum going and continue to pack City Council meetings in the wake of a hefty tax increase. About 500 residents attended the public hearing on the city's budget last month, after hundreds attended a January City Council meeting to propose a roughly 25 percent tax hike.

City officials are still working on the current fiscal year budget, but say the owner of a home assessed at $100,000 stands to pay $640 more in taxes. That's down from the $800 projected when the council rushed to introduce to include $14 million in state aid before Gov. Jon S. Corzine left office in January.

The city council meetings are usually sparsely attended. But residents John Lynch and Esther Wintner want to change that. They're again calling on residents to attend the meeting, tomorrow at 6 p.m. in City Hall at 280 Grove Street.

"It is great to see that Jersey City residents are finally rising up as it has been exposed on how Mayor Healy and his Council Members are failing the residents of Jersey City," Lynch said. "We cannot and will note fade away as they are so hoping will happen."

I like that he spoke to Mariano Vega directly about his 'Yes' vote on an $8 million loan from the city to Healy campaign contributors Liberty Harbor North Redevelopment Urban Renewal LLC, "with no requirement to build anything in particular, nor a guarantee that anything will be built."

I buttonholed Vega during a break. I asked him, considering his current legal situation, how could he justify continuing to vote on city business effecting contributors to his campaign?

Vega made a three-pronged defense. First, Vega said, he does not remember all his campaign contributors, and that he considered his legal duty merely to be to record all his contributors and file the records with the state "as the law requires". He did not respond when I reminded him Fulop and Matsikoudis had just discussed the contributions before the vote.

Second, Vega said the contributions were too old to matter. "When did they occur? That's important," he said. He meant that the money changed hands before a strong anti-pay-to-play ordinance was approved by the council a week after Vega and others were arrested for extortion.

Third, when I pressed Vega on his legal situation and if it should preclude him from at least some council votes, he asked me what I meant. I said I meant that he was under an indictment based on taped evidence for accepting cash bribes from a secret witness. Vega said he pleaded not guilty to the charges and maintained his innocence. He told me that when he became a councilman, he took an oath to the Constitution and that the Constitution provides for the presumption of innocence.

I can almost hear the collective sigh of relief from the council.  For Vega?  It's just another day skipping a meeting.

Actually not all the resolutions, there will be a meeting held next week due to those timely issues like concerning bills that need to be paid.

All resolutions and ordinances scheduled for tonight's meeting will be re-sunshined in a local paper and moved forward to the next regularly scheduled Council Meeting slated for Wednesday, February 24, 2010.
